Sub: Request for furnishing information under RTI ACT 2005 – reg,.
Ref: Interlinking through on line system in O.F ORGANIZATION activities.
In the interest of O.F.ORGANISATION and also as ex-employee of ORDNANCE FACTORY and in the interest of overall interest of the defence production of this country, I am compelled to seek information under RTI ACT 2005 for which please find herewith enclosed a postal order number 99E 848784 dated 16-12-2011 for Rs10/- drawn in favor of DGOF payable at KOLKATA . kindly furnish the information under RTI ACT -2005 to the address mentioned by post and by mail to my Email ID: rti200511@yahoo.in
1) To the best of my knowledge INDIAN RAILWAYS introduced on line reservation only in early 80’s and successfully executing throughout INDIA.
2) During the last one decade or so, all the nationalized banks, foreign bans and private banks introduced ATM system successfully. This in turn resulted considerable reduction in manual working hours, human errors, and man power. Thus it is benefitted a lot to a common man also.
3) As abundant qualified and trained man power is available in our country, the private firms like TCS, INFOSYS, WIPRO, SATYAM MAHENDRA and numerous IT companies are able to do BPO, ITES, etc,. and generating so many employment opportunities to our young qualified & trained technical youth and also earning valuable foreign exchange.
4) It is needleless to say about revolution of our communication throng internet, cellphones, face book, twitter, etc due to which all most all establishments even a street vender able to utilize fruits of technology developments under these rapid digital developments around us I think O.F.ORGANISATION citing some bureaucratic excuses ( kindly refer enclosed reply furnished by CPIO/OFB vide letter no’s for not furnishing information

In view of the foregoing I may kindly be furnished information under RTI ACT 2005 as requested before and oblique.
a) From which financial year onwards O.F.BOARD started introducing information technology in 42 ordnance factories. Till date how much budget was allotted to O.F organization by ministry and how much budget allotted by OFB to each ORDNANCE FACTORY in every financial year indicate the same with budget code number.
b) The progress of interlinking through on line and amongst each factory /unit and to OFB.
c) Utilization of allotted funds by each unit of O.F. ORGANISATION every year for the development of IT system. If the allotted funds diverted to any other head or returned as un utilized, please indicate under who’s approval the above exercise ie diverting or returning the amount is carried in each unit of O.F.ORGANISATION.
d) If trained manpower is not available in O.F.ORGANISATION any initiative taken to appoint / execute on line system by leaders in INDIA of IETS like TCS, INFOSYS, WIPRO as consultants.
e) Kindly furnish the tentative planning an probable date of completion to introduce on line system by which the information of man power details and other details as mentioned in the RTI ACT 2005 will be made available to display in OFB website.
f) Kindly furnish the process of procurement of raw materials, production target, value of product, Quality control, TQM,PPO, Zero rejection being maintained and monitored by O.F.BOARD of all the production units of O.F.ORGANISATION is to be mentioned.
g) Ordnance factories are going out sourcing for supply of materials/components/assemblies /finished products etc to meet requirements. Similarly out sourcing of ITES from reputed IT companies can be availed for speedy implementation of on line system. In this regard please intimate the efforts put up by OFB till date if not what are the reasons for not taking the initiative is to be mentioned.
h) Under O.F.B how many training institutes are functioning for imparting training to workman/staff and officers. Till date how many were trained from these institutes in the field of IT & ITES. Please furnish what is the contribution of these trained employees for implementing the on line system.
i) Please mention as on date in how many ordnance units working under O.F.B were implemented the electronic/biometric attendance recording system. In how many units it is implemented partially and in how many units it is not implemented is to be mentioned.
j) Please mention it is possible to locate/generate the working hours of each and every employee of Ordnance Organistion for a period of time.
k) Kindly furnish the name & designation of the persons who are responsible for implementation and modernization of IT system in O.F. organization. Till date how many administrative activities made computerized and how many activities are still to be computerized are to be mentioned. Till date ho many man hours saved by computerization of administrative activities.
l) Kindly furnish the details of total value of (1) non moving(ii) slow moving (iii) fast moving materials held in O.F.ORGANISATION. please indicate the details unit wise.
m) Please indicate the total value of STORES in OF ORGANISATION.
n) Kindly furnish the details of (i) direct labour (ii) indirect lobour (iii) overhead charges (iv) average piece work profit (v) overtime paid by each unit of O.F .ORGANISATION from the year 2006 onwards to till date.
o) Please mention the procedure adopted by Ordnance Factory Organisation to monitor the production activities of members of union leaders /JCM and the payment of wages when they are deputed/detailed to attend meetings is to be explained.
As per the RTI ACT 2005 the If the Central Public Information Officer or State Public Information Officer, as the case may be, fails to give decision on the request for information within the period specified under sub-section (1), the Central Public Information Officer or State Public Information Officer, as the case may be, shall be deemed to have refused the request. In this regard any exemption has taken by OFB to furnish the information beyond the specified period of time is to be mentioned.
p) Please indicate is there any procedure is available to in Ordnance Factory Organisation to know the information of a particular person in respect of pay & allowances drawn for a particular period or the value of production made for a particular period or the total working hours present for a particular period including the number of hours on pass out or including the number of hours on pass out . if so furnish the same. If not please indicate the procedure followed till now to monitor the details of each individual of O.F. ORGANISATION and the procedure to be followed in future to monitor the same.
q) As per RTI ACT 2005 The Central Public Information Officer or State Public Information Officer, as the case may be, may seek the assistance of any other officer as he or she considers it necessary for the proper discharge of his or her duties. Any officer, whose assistance has been sought under sub-section (4), shall render all assistance to the Central Public Information Officer or State Public Information Officer, as the case may be, seeking his or her assistance and for the purposes of any contravention of the provisions of this Act, such other officer shall be treated as a Central Public Information Officer or State Public Information Officer, as the case may be. In this regard, please intimate whether the CPIO has taken any special permission from any authorities that he will forward only the copies of letter( addressed to him without going through the content of that letter and without scrutiny of the contents of the letter) to the applicant seeking information under RTI ACT 2005.

till date OFB is giving different replies for same points in regards to JWM cadre. As on date more than 400 replies were got from OFB with regard to JWM cadre and the authority of OFB offcials.
we appeal to all JWMs to form more teams within your area by not mixing with the existing team and to get the information related to the JWM cadre only and the authority of OFB which will give good results in short time. Publish the replies what ver it may be in the SAVE ORDNANCE webs site. To one of our APPLICATION dated 28-10-2011 OFB officials replied in different way which we feel very useful to JWM cadre.

It looks you have misunderstood my suggestion.Same question repeated by many will not get the result you desire. Frame the questions in different forms to reach the depth.OFB has now started informing the information is not available " as no central database for the whole organisation is maintained".

CBI REGISTERS A CASE AGAINST CMD OF M/S BEML & OTHERS AND CONDUCTS SEARCHES

New Delhi , 19.04.2012

The Central Bureau of Investigation has registered a case against CMD of M/s BEML, Bangalore; a private person who is a Director of a Coimbatore-based private Company and others U/s 120-B r/w 420 IPC and Sec.13(2) r/w 13(1)(d) of the Prevention of Corruption Act.

It is alleged that the accused persons were parties to a criminal conspiracy entered amongst themselves at Bangalore and other places during 2004-09 to cheat M/s BEML in the matter of award of different works relating to the implementation of Enterprises Resource Planning Project in M/s BEML causing wrongful loss to M/s BEML and wrongful gain to others.

Searches are being carried out today in the office and residential premises of the accused persons at Bangalore & Coimbatore.

Further investigation is continuing.

CBI quizzes Army chief over his bribery complaint

New Delhi, April 20 (IANS)

The Central Bureau of Investigation (CBI) Friday recorded the statement of Indian Army chief General V.K. Singh at his South Block office following the allegation that a retired officer had tried to bribe him in 2010 to clear a tranche of sub-standard vehicles.

CBI sources said the general was questioned by the team, led by a deputy inspector general (DIG), for about two hours at his office after the meeting began around 10.30 a.m.

“The CBI team met Gen. Singh at his South Block office and spoke to him for about two hours, seeking clarifications regarding his allegation that he was offered Rs.14 crore bribe to clear sub-standard military equipment,” a source, privy to the meeting, told IANS.
