When there was 4 grade structure the
promotions were continious. If a person appointed as CM- II, generally
he retires as JWM after gaining 3 promotions. Now one CM has to satisfy
with one promotion in his life time to JWM. Where as IOFS and IEs
cadre are assured with 4 or more promotions in total service
this is to be sightly modified as " When
there was 4 grade structure the promotions were continious. If a person
appointed as CM- II, generally he retires as JWM after gaining 3
promotions with atmost dissatisfaction as his future is in dark in the
absence of promotional prospects for JWM. Now one CM has to satisfy
with one promotion in his life time to JWM. Where as IOFS and IEs
cadre are assured with 4 or more promotions in total service"
as publishing with point simply retires will not bring the real hurdles faced by JWM cadre.
